CAT Poland should allocate financial resources required by the Office of the Commissioner for Human Rights in order to enable the execution of its mandate and significantly increase the means of the National Mechanism for the Prevention of Torture to allow it to effectively operate, employ necessary specialized personnel and fully execute its mandate (…)7.
