criminal activity. Similarly to 2016, countering trafficking
in human beings was the main focus of the OSCE Project
Co-ordinator in Ukraine.
Field operations in Central Asia dedicated almost 60% of
police-related activities to police development and reform,
particularly in the area of community policing, policepublic relations and crime prevention. There was however
notable variation in activities between the field operations
in the region. While the OSCE Centre in Ashgabat, the
OSCE Programme Office in Astana and the OSCE Project
Co-ordinator in Uzbekistan focused their initiatives on
threats posed by criminal activity, the OSCE Programme
Office in Dushanbe and the OSCE Programme Office in
Bishkek devoted most activities to general police reform and
development. Within the field of threats posed by criminal
activity, over three quarters of activities centered on counterterrorism, illicit drugs and chemical precursors, border
security and trafficking in human beings.
Activities of OSCE Institutions
The Office for Democratic Institutions and Human Rights
(ODIHR) was the only OSCE institution involved in policerelated activities in 2017. ODHIR continued to promote the
inclusion of human rights into the teaching and training
curricula of police institutions. As in previous years,
particular emphasis was placed on addressing hate crimes
within the Office’s comprehensive Training against Hate
Crimes for Law Enforcement (TAHCLE) programme.
