commission members themselves (i.e. without depending on external
interpreting services), has proven to be extraordinarily conducive to
building trust. In addition to their foreign language skills, a number of
commission members know sign language or have professional
training in dealing with non-verbal communication techniques and
can therefore directly get in touch with persons with disabilities or
dementia.
