Investigating human rights
with the persons in charge at the hospital, was taken until a complaint was
filed with the AOB.
When the AOB visited the sick wards in correctional institutions on consultation
days, it always found the doctor’s rooms in clean and flawless condition.
Hand sanitisers as
good practice
When entering the doctor’s room area at the Wels correctional institution, all
persons are requested – verbally and by pictogram – to use the disinfectants
available in the wall dispenser. This enhances the overall standard of hygiene
in the treatment rooms.
The AOB welcomes this option and considers it an example of good practice,
which should be imitated in other correctional institutions. This was suggested
to the Federal Ministry of Justice.

Penal system - Living conditions
Once a week, inmates can purchase merchandise at a store in the facility,
including perishable food, which requires refrigeration. The AOB took the
complaint of an inmate at the St. Pölten correctional institution regarding the
lack of refrigerators, as a reason to examine the availability of refrigeration in
the correctional institutions nationwide.
Storage of perishable
food
The results showed that all inmates in the Eisenstadt, Hirtenberg, Korneuburg,
Leoben, Salzburg, Stein and Schwarzau correctional institutions have some
form of cooling capability in their inmate cells.
Nationwide
examination
In the Gerasdorf, Göllersdorf, Graz-Karlau, Krems, Suben, Wels, ViennaJosefstadt, Vienna-Mittersteig, Vienna-Favoriten and Vienna-Simmering
correctional institutions, there is some form of cooling capability in inmate
cells or elsewhere in the section.
Not all inmates have an option to refrigerate their food in the following
correctional institutions: Feldkirch, Garsten, Graz-Jakomini, Innsbruck, Linz,
Ried, Sonnberg, St. Pölten and Wiener Neustadt.
In the Klagenfurt correctional institution, the inmates have no ability to keep
their food refrigerated.
The AOB suggested developing a concept for a wider distribution of cooling
capacities. Attention should be paid that inmates are treated equally from a
financial perspective and – if it cannot be avoided that they have to purchase
their own cooling units – to at least make them not pay the electricity costs.
In some correctional institutions, cooler bags with freezer packs have been
distributed. This seems reasonable to the AOB when the use of refrigerators in
the inmate cell or elsewhere in the section is not possible due to space concerns
or a weak power supply system.
