IV Reporting
Report writing
A
The reports on the outcome, findings and
conclusions of the human rights investigation
should illustrate the particular experiences of
women and men, as well as specific instances
and larger systematic patterns of discrimination
and oppression. Accordingly, reports should
use a gender-sensitive approach throughout,
including in the recommendations. Gendersensitive report writing does not simply refer
to the choice of language or disaggregated
data, but also relates to the report’s content,
structure and focus. This chapter will build on
the guidance provided in the previous chapters
and present aspects to consider when drafting a
gender-sensitive report.
INTEGRATING GENDER
THROUGHOUT THE REPORT
While each investigation mandate is different,
and structure and emphasis will vary, genderspecific concerns should be addressed both in
standalone sections and throughout the report. The
responsibility of integrating a gender perspective
falls on the whole team. When Gender Advisers
are part of the team, they have the primary
responsibility to provide advice and inputs on
all sections of the report in order to ensure the
consistent integration of a gender perspective.
Addressing women’s concerns in each section,
including the background/context, methodology,
legal analysis, findings and recommendations,
allows for the proper representation of the
experiences of the entire population. As stressed
above, disaggregated data is particularly
important in this regard, but is only one element
that allows a gender analysis to be undertaken.
