Mounted crowd-control police officers, Gothenburg, Sweden, 1 May 2016, ©ODIHR
Horses can react unpredictably when they are frightened, for example by loud
noises, and this can lead to injuries to mounted law enforcement officers and protesters in close proximity.
Horses should not be used in close proximity to barriers, due to the risk of people
being crushed. According to the UK College of Policing, a warning should be given
before horses are deployed, and an escape route (to a safe space) must be available
for those assembled.82
Baton use by a mounted officer carries the risk of strikes to the head, due to the
officer’s elevated position, potentially leading to serious injury or death.
