National dialogue
Newsletters and press releases were distributed in
connection with the publication of all visit reports in
2018, and the Ombudsman commented in the media
on several of the reports from the NPM’s visits. A
joint press conference was held with the European
Committee for the Prevention of Torture (CPT) at the
end of the committee’s visit to Norway on 5 June.
See the list of the NPM’s activities on page 68.
Dialogue with the authorities
In 2018, the NPM had meetings with the Ministry
of Justice and Public Security, the Norwegian
Directorate for Children, Youth and Family Affairs,
and the National Police Directorate where a number
of its findings and recommendations from its visits
were discussed. Several meetings were held with
the National Police Directorate on the possibility
of retrieving statistics on police assistance at child
welfare institutions, and the police’s use of coercive
measures against children and young people in the
care of the child welfare services.

A meeting was also held with a working group under
the Directorate of Norwegian Correctional Service
that is tasked with developing an action plan for
preventing the use of isolation in the correctional
services.
The NPM was represented in meetings between the
European Committee for the Prevention of Torture
and the Ministry of Justice and Public Security and
the Ministry of Health and Care Services, which
concluded the committee’s visit to Norway in May/
June 2018.
Following up concrete findings from our visits is
an important part of our dialogue with authorities.
This mainly involves the institutions visited, but
some issues are also raised with the responsible
directorates and ministries. Read more about how
recommendations from visits are followed up in
Chapter 5.
