opcat inspections 2011–2014 36 applied the rules concerning placing detainees who constitute a security risk in the correctional care system. The Parliamentary Ombudsman also criticised the Migration Agency for routinely allowing some of these placements in the correctional care system, known as transport placements, to continue for an excessively long period and for having delegated the right to make decisions concerning placement in the correctional care system to too low a level.
