The creation and development of a care and services system as an alternative to psychiatric medical services should be adopted as a priority of state policy on mental health. State policy in this sector should aim at creating a number of pillars (general hospital care and communitybased care in the form of alternative services) providing mental health care and services, which will be accessible for the whole population. The work of competent bodies in this sector and the cooperation between them should be coordinated in such a manner as to enable the performance of proper oversight and to have the possibility of effectively responding to the challenges in the sector.
