observers. ODIHR regularly exchanges information such as constitutional and election laws, and major
election issues that have been identified.
2. Operational Co-operation
On an operational level, ODIHR also exchanges information on issues such as delegation size and
deployment plans, and other matters that contribute to the efficiency of the mission. ODIHR has participated
in joint needs assessment missions with other organisations, and regularly consults with other organisations to
share information on requirements for effective observation.
IV. MEDIA
While ODIHR does report on general conditions for free and independent media, media monitoring is in itself
a specialised field, and co-operation with specialised agencies is necessary in order to have a precise and
scientific analysis of the media.
The Election Unit of ODIHR is also pleased to announce that the OSCE/ODIHR Election
Observation Handbook is now being printed and will be available to all observers working with
OSCE/ODIHR.
