Based on the complaints received by the Commissioner from convicts or their relatives during 2008-2010, as well as the information collected about PI No.12 during the visits conducted by the NPM Group, it should be noted that the convicts are subjected to violence by the management and personnel of the establishment raises serious concerns. As well as at the interview held with the convicts during the last visit two convicts, who requested not to disclose their names as they were afraid that the chief of the institution would pose a threat to their lives, informed that they had been subjected to inhuman treatment by the management of the establishment. During the examination of the bodies of both convicts the traces of a rubber baton were observed and the members of the NPM Group drew up a corresponding report.
