Report of the Commissioner for Human Rights on the activities of the National Mechanism for the Prevention of Torture in Poland in 2017
In case of juveniles brought to the sobering-up facility in the Centre for Alcohol-Intoxicated
Persons in Olsztyn, a medical examination by a paediatrician in the regional hospital is ensured. Nobody from the medical staff working in the Centre specializes in paediatrics.
The NMPT: Such a practice allows for a professional assessment of the juvenile’s
health status prior to his/her placement in the sobering-up facility.
The staff of the Warsaw Centre for Alcohol-Intoxicated Persons participated, in 2016-2017,
in a number of training session, devoted among others to: provision of first aid, addiction
prevention, holding negotiations. The Director of the Centre was also planning to ensure
supervision to employees.
The NMPT: It should be emphasized that the qualifications of staff directly
translate into the way intoxicated persons brought to sobering-up facilities are
treated, hence it is hugely important to improve employees’ expertise through
training. Supervision additionally protects personnel from burnout.
