Overview of Recommendations submitted by the Commission in 2017
h.
Information for detainees
– The Commission recommends that the house rules, internal
brochures and information on the rights and obligations of
detainees be made available in all requisite languages at the
Thorberg Correctional Facility (NCPT Report, Thorberg 2017,
p. 9) and the Bellechasse Facilities (NCPT Report, Bellechasse
2017, p. 9).
i.
Outside contact
– For individuals held in the unit for long-term detainees and in
the integration unit of the Thorberg Correctional Facility, the
commission recommends the referring authority to allow
daytime leave and vacation permits for purposes of social
integration of the detainees within reasonable limits and
considering all security precautions as may be appropriate in
each individual case (NCPT Report, Thorberg 2017, p. 10).
– Family visits take place in the Thorberg Correctional Facility
(NCPT Report, Thorberg 2017, p. 9), in the Lenzburg Correctional Facility (NCPT Report, Lenzburg 2017, p. 4) and in the
Zurich Prison (NCPT Report, Zurich 2017, p. 8) with detainees
separated from their visitors by a glass partition. The Commission urges the administration of the respective facilities to
adopt a case-by-case approach in this matter. Where security
considerations permit, visits should routinely be permitted to
take place without glass partitions.
– The Commission urges the administration of the Thorberg
Correctional Facility (NCPT Report, Thorberg 2017, p. 10)
and the Bellechasse Facilities (NCPT Report, Bellechasse
2017, p. 10) to arrange for the availability of a privacy room.
– The Commission recommends that the administration of the
Zurich Prison permit visits, in particular, by family members,
also on weekends (NCPT Report, Zurich 2017, p. 8).
– The Commission recommends that the restrictive regulations
on the use of telephones in effect at Zurich Prison (NCPT
Report, Zurich 2017, p. 8), at the Thorberg Correctional Facility (NCPT Report, Thorberg 2017, p. 4) and at the Lenzburg
Correctional Facility (NCPT Report, Lenzburg 2017, p. 4) be
eased.
