To the Counties and the City of Zagreb, to bring the internal statutes of the care homes they have control over as founders into line with the Social Welfare Act and the Ordinance on the standards of quality of social services, especially as regards residents' complaints procedures; Seekers of international protection and irregular migrants: 17. To the Ministry of the Interior, to process the irregular migrants found in Croatian territory in line with international and EU law; 18. To the Ministry of the Interior, to allow the Ombudswoman's Office and National Preventive Mechanism staff unannounced and unhindered access to information about the treatment of irregular migrants, in line with OPCAT, the ANPM and the OA; 19. To the State Attorney's Office, to conduct an effective investigation into the allegations of systemic violations of the rights of irregular migrants. 34
