Chart 4 – Categories of authorities and organizations most frequently complained about by the citizens in the field of gender equality Judical authorities ; 2,17% Provincal autonomy; 2,17% Public enterprises; 5,43% Institutions and other public services; 22,83% Local self-government; 13,04% Other authorities and other; 13,04% Republic agencies, institutes, directorates, funds, administrations and other; 15,22% Ministries; 26,09% ACTIVITIES OF THE PROTECTOR OF CITIZENS Gender equality During 2019, in this field most frequently it was indicated to the violation of rights to the earnings compensation during the absence because of pregnancy leave, maternity leave, and child care, rights of pregnant women and nursing mothers, as well as domestic violence and partner violence. The Protector of Citizens continued to indicate to the insufficient presence of women, especially of women from sensitive groups, at decision-making positions in the local selfgovernment units, as well as the non-functionality of mechanisms for gender equality at local self-government. With regards to this, it is important to mention that competent bodies failed to act upon the recommendations of the Protector of Citizens from the Special Report60 from 2018 which elaborated on this topic.
