calls upon the Government to ratify the Optional Protocol to the Convention against Torture
(OPCAT) and to establish a National Preventive Mechanism (NPM) mandated to conduct
independent and unannounced monitoring of places of detention; and to introduce in its
legislation safeguards against torture and ensure that they are implemented. The Special
Rapporteur encourages the Government to continue its efforts to improve detention conditions,
in particular with a view to providing health care. In addition, he recommends that special
attention be paid to combating and preventing violence against women and children and that the
age of criminal responsibility be raised.
The Special Rapporteur calls upon the international community to assist the Government
of Indonesia in its fight against torture by providing financial and technical support.
