IMPACT ON DAILY LIFE:
EU MEMBER STATES’ MEASURES
TO ADDRESS THE OUTBREAK
ROME, ITALY
10 MARCH 2020
A city police officer wearing
a face mask walks across
the deserted Trevi Fountain
square, Rome, Italy. On that
day, the Italian government
implemented measures
including travel and gathering
bans, limited opening hours
for shops and venues, and
emergency health measures to
fight the coronavirus pandemic.
This section presents some of the most common measures EU Member States
implemented to contain the COVID-19 outbreak in key areas of life and looks
at their potential impact on fundamental rights, namely:
— physical and social distancing measures;
— disruption to education;
— disruption to work;
— restrictions on freedom of movement within and into the EU.
It shows how these restrictions are having a profound impact on fundamental
rights relating to freedom of movement, education and employment. Moreover,
some measures may affect particular groups, for example children and people
living in or at risk of poverty, raising questions concerning equal treatment.
But FRA evidence also points to concerted efforts by governments and other
actors to mitigate the impact on fundamental rights, particularly in the areas
of education and work.
