CAT/C/56/D/536/2013 2011 was in fact signed by the Director of the Canadian Centre for International Justice and that the information before the Committee does not show that the complainants, who are listed as torture victims in the above criminal information, have authorized the latter to act as their representative before the Canadian courts for the purpose of initiating a private prosecution. The Committee further observes that in the instant case the complainants did not present proof that they were a party to any other proceedings formally instituted in Canada in relation to Mr. Bush. The Committee accordingly concludes that the complainants were not subject to the jurisdiction of Canada in the dispute to which this communication refers. 10. The Committee therefore decides: (a) That the communication is inadmissible under article 22 (1) of the Convention; (b) That the present decision shall be communicated to the complainants and to the State party. 17
